Insight: Is Telangana Reeling Under Political Conspiracy?

Congress core committee may meet here on July 12 to discuss the contentious Telangana issue. Since Panchayat elections were announced on Wednesday, doubts are now being expressed if a policy decision could be taken on the Telangana issue at the meeting at all. 

In a way, has Chief Minister Kiran Kumar Reddy blocked the political process on whether or not to create a Telangana State? At least, this is the observation of senior politicos. Congress senior leader and state affairs in-charge Digvijya Singh recently said that only two alternatives were there before the Congress leadership.
They are: either to keep the state united or bifurcating it, to carve out the new state of Telangana. 

Through this announcement, he made it clear that proposals like a package for Telangana or creation of the Rayala Telangana state were not under consideration. He also said that the Chief Minister Kiran Kumar Reddy, PCC chief Botsa Satyanarayana and the Deputy Chief Minister Damodara Raja Narasimha were told to come with road-maps on both the alternatives to the core committee meeting. 

On Otherside, political observers felt that the report of the PCC chief would be vital. The Chief Minister Kiran Kumar Reddy had already stated that division of the state was very difficult. The Deputy Chief Minister is a staunch protagonist of Telangana and would surely argue for state division. As the Chief Minister and his deputy would be going to the core committee meeting with pre-declared stands, the Congress High Command might value the third opinion, that of the PCC chief, say sources. 

Meanwhile, there is a discussion on whether the Panchayat elections would impede the Telangana issue owing to poll code. It is being said that the Chief Minister had hurriedly made arrangements for the Panchayat elections only to scuttle the Telangana process. However, Telangana leaders feel that the Panchayat elections would not stand in the way of Telangana.
