Presidential Order Makes Telangana Jobless, Youth Boils

Under Article 371 (D), most government jobs in Hyderabad may go to Andhraites; on protest to this orders Telangana youth plan wide spread protests.

If chief minister K Chandrasekhar Rao's main agenda during the Telangana movement was providing government jobs to Telanganites, the scenario looks a tad different now. The government may , in fact, end up giving a majority of the jobs in the Hyderabad zone to Andhraites due to Presidential Order under Article 371 (D) being in force.

Even as the government tries to solve this issue, scores of unemployed youth are on the warpath demanding a notification to fill 1 lakh vacancies across several government departments.

“Firstly, there has been an inordinate delay in taking a decision on the recruitment.Secondly , there is a clear chance of people from Seemandhra bagging more than 50 per cent of the jobs in the Hyderabad zone unless the existing rules are amended,“ said Koturi Manyatha Roy , president of Telangana Vidyarthi Nirudyogula Joint Action Committee (TVN-JAC).

According to the Presidential Order issued under the provisions of Article 371 (D) in 1975, Hyderabad is a zone comprising five districts, including Ranga Reddy, Medak, Mahbubnagar, Nalgonda and Nizamabad.As per the order, no applicant from outside these districts is eligible to get a government job in this zone.

Now, the catch is that over 50 per cent of the population in this zone are Andhraites (especially in and around Hyderabad and Ranga Reddy).Since they enjoy local status, most of the jobs will go to them. The orders also make applicants from other Telangana districts, including Adilabad, Khammam, Warangal and Karimnagar, ineligible for the jobs in Hyderabad zone.

“As per rules, a person who has studied for six years continuously in a particular zone is eligible to apply for the jobs there. While these rules were relevant before bifurcation, they must be amended in the context of Telangana,“ said G Deviprasad Rao, honorary president of Telangana Non-Gazetted Officers Association (TNGOs).

Demanding that the government rectify this discrep ancy , ensure jobs in Hyderabad for the Telangana youth and take immediate steps to fill up vacancies, Roy said that the TVN-JAC is gearing up to organize a mammoth rally , `Vidyarthi Nirudyogula Garjana' in Hyderabad in May .

“The word `Garjana' was a watchword during the Telangana movement. KCR had named almost all his public rallies using this word. Now, we are using the same word to remind him of his promises,“ Roy said.

Mamidi Narayana, president of Telangana Udyogula Joint Action Committee, said his association is demanding an amendment to the rules so that the eligibility of a candidate is decided based on his father's domicile status. But such a demand seems unlikely to be met as the high court had recently rapped the state government for its proposal to fix the cut-off year of 1956 to decide the nativity , terming the move parochial.

Despite the cry for `Hyderabad jobs for Telanganites' getting louder, it is not going to be an easy task for the chief minister to fulfill his promise as it needs a constitutional amendment to Article 371 (D), which is not in the hands of the state government. “We have to accept the reality.Constitutional amendment is not any easy thing,“ said deputy chief minister Kadiam Srihari. 

Meanwhile, Srihari said the government was assessing the vacancies across departments and will issue a notification shortly.However, if it is issued under the provisions of the existing rule, the notification may only add fuel to the fire and cause great heartburn to the youth of Telangana.
